New Delhi, Ta. 5: Telecom major Bharat Sanchar Nigam Limited has offered one GB Daily Data with unlimited calling at a monthly rate of Rs 143. The Geo Effect is being seen directly. BSNL is also offering attractive offers as part of this. BSNL has announced a voice and data-centric plan at Rs 429, in which prepaid mobile service is being provided with one GB data and unlimited voice for 90 days every day. The statement issued by the company said that under this plan, free voice (local and STD) facility will be provided on any network. Apart from the Kerala Circle, on the basis of PAN India basis, 90 GB of live GB per day or 90 GB data will be provided. The company has issued a statement saying it has been intended to provide more facilities to its customers. BSNL board director RK Mittal has said that this voice and data centric plan is available at Rs 429. 143 per month will offer unlimited voice (local STD) services on any Net. He claimed to be BSNL's plan as the most effective plan considering the competition currently in the market. Mittal said that BSNL's offer market is currently the most effective offer among the other companies offered. The effects of the Geo Effect are also seen on other companies. There has been a lot of turmoil in the market since the Geo business. BSNL is now preparing to take it to the ground.

Thus, there are two essential functions which make a financial institution a bank:

(1) Acceptance of chequable deposits (of money) from the public and

(2) Lending.

ADVERTISEMENTS:

The former is its unique or most distinctive function.

Three things about deposits are noteworthy:

(i) They are deposits of money and not of goods or non-money financial assets;

(ii) Deposits are accepted from the public at large and not merely from its shareholders or members;

iii) The deposits are repayable on demand and withdraw-able by cheque, i.e., the deposits are demand deposits.

The second essential function relates to the use of deposits. They are used for lending to others, and not for financing its own business of any kind (say manufacturing or trade).

In fact, as bank (under the Banking Regulation Act, 1949) is not allowed to carry on any such business (other than that of banking). The word lending is used here broadly to include both direct lending to borrowers and indirect lending through investment in open-market securities.

The above discussion implies that neither of the functions alone is sufficient to earn an institution the status of a bank (in the modem sense of the term). Thus, acceptance, of chequable deposits from the public is only a necessary, but not a -sufficient, function of a bank. It must also lend to others. For this reason, Post Office savings banks are not banks in the accepted sense of a bank, even though some of them accept chequable deposits.
